Kimberly Bain
After a
successful number of years in progressive management roles with the Ontario Ministry
of Health and Long Term Care, Kimberly accepted a position in the Yukon
Government’s Cabinet Office. At the age
of 30 she was appointed Deputy Cabinet Secretary, with the distinction of being
one of the youngest women to hold a Cabinet Secretary position in the history
of the Canadian Public Service.
In 1999,
Kimberly was recruited to join the implementation team helping to design,
establish and train the administration for the newly established Nunavut
Government. Kimberly was instrumental in
establishing Cabinet Office policies and procedures. She has the distinction of
preparing Nunavut’s first Cabinet meetings and
overseeing the planning sessions for this historical shift in Canada’s
political jurisdiction
In
addition to
Deputy Cabinet Secretary and Special Advisor, Kimberly has held the
positions
of Director of Policy and Planning, Director of Communications,
Director of
Intergovernmental Relations, Manager of Freedom of Information and
Protection
of Privacy and Manager of Contentious Issues and Briefings. She was
also part
of the three person negotiating team representing the Yukon Government
in the
Yukon Medical Association’s salary negotiations. Kimberly was a
facilitator at
the 1998 International Sustainable Development in the Arctic
Conference. In
addition, she has worked extensively in intergovernmental relations:
negotiating devolution with the federal government; as territorial
representative to
the Provincial/Territorial Council on Social Policy Renewal; attending
First
Minister and regional intergovernmental conferences; and, as conference
manager for the highly successful 1996 Western Premier’s Conference.
Kimberly has
spent the last 9 years consulting in Ontario
focusing mainly in the areas of health care and the not-for-profit sector. Kimberly is considered a specialist in
primary care reform and has worked with individual physician groups,
corporations and hospitals.
Kimberly is a member of the
International Association of Facilitators and is an IAF Certified Professional Facilitator.
Ms Bain has certificates in
mediation and negotiator and is an instructor in the Mediation Centre of
Southeastern Ontario. Kimberly
has an Honours Degree from Queen’s University and a Master’s degree in Public
Administration from Carleton
University. She has advanced courses in facilitation, mediation,
conflict management, leadership, team building, project management, TQM and
media relations.
Kimberly knows that groups of people have great wisdom
and together are able to produce amazing results. She is well known for her facilitative and
consensus building style and loves to help individuals and groups to do
incredible things. She prides herself on
providing innovative and practical solutions to the problems faced by her
clients, and assisting them to implement those solutions to a successful
conclusion.
